Draft National ITS Policy Framework

I would request that along with the Policy document request to develop a concept with all the Technical Details at the central level (This can be assigned to few states to develop the concept under Central Government guidelines) and provide the Guidelines for implementation at the state level with deadlines. Otherwise, each state is having it's own priority and getting delayed in the implementation. No doubt, all areas are important, but we know that Prevention is better than cure. For example, in "Automation of violation detection" which is related to the Human Safety needs much attention to create deterrence among the traffic violators, Transparency (100% Automation) and 24x7 coverage in the enforcement system to make our roads safer. Present systems recording the offences on the Vehicle Registration Number not on the Driver's License hence, there is no impact on the driver's behavior. Finally, integration of all the systems and their coordination, monitoring, research and development. Similarly in other allied areas Driving License issuing System, Vehicle Fitness issuing and recording (for the evidence purpose), capturing photos of not roadworthy vehicles and alerting the enforcement authorities etc.
